GDN OPERATOR OBLIGES TO:

• place the current tariffs for natural gas distribution services and the current version of the text of the 
Natural Gas Distribution Agreement (hereinafter – the Agreement) and the Gas Distribution Systems 
Code on the site, and in case of making appropriate changes to the Agreement in due time to publish them in official publications, on the territory of its licensed activity; 
• ensure the possibility of round-the-clock access of the consumer to the gas distribution system within 
the value of the connected capacity of its facility and transfer of appropriate natural gas volume (volumes) with the appropriate level of reliability, safety, quality and pressure provided that the consumer complies 
with the Agreement; 
• ensure proper organization and functioning of the Consumer’s Personal Area; 
• ensure the appropriate level of commercial natural gas accounting for the consumer, including formation of the total volume and the natural gas distribution (consumption) volume to the consumer for the relevant period; 
• comply with the established requirements of the Gas Distribution Systems Code, regarding metering, if 
the commercial metering unit (gas meter) under the Agreement will belong to GDN Operator; 
• at the written request of the consumer to provide him certified written form of the Agreement free of 
charge within ten days from the date of provision of such request by the GDN operator; 
• at the request of the consumer to check the operation of a commercial metering unit (gas meter) in the 
manner prescribed by the Gas Distribution Systems Code; 
• recalculate the distributed natural gas volume (volumes) at the consumer’s facility in accordance with 
the requirements of the Gas Distribution Systems Code and pay compensation to the consumer in case of 
non-compliance of natural gas quality at the balance of the consumer facility with the parameters defined by the Gas Distribution Systems Code; 
• comply with other requirements of the Gas Distribution Systems Code.  

GDN OPERATOR HAS THE RIGHT TO:  

• receive payment from the consumer under the Agreement; 
• not to carry out the actual distribution of natural gas to the consumer or to limit or terminate it in the 
manner and on the grounds provided by the Agreement; 
• unimpeded and free access to the territory and land of the consumer, where the gas distribution system, and / or gas equipment of the consumer, and / or commercial metering unit is located, to perform the 
duties provided by law and the Agreement; 
• check the operation of a commercial metering unit (gas meter), including the one installed at the consumer’s facility, in accordance with the procedure established by Gas Distribution Systems Code; 
• require the consumer to sign an act of delimitation of balance ownership and operational responsibility 
of the parties; 
• install on the commercial metering unit (gas meter) means of remote data transmission and / or 
duplicating or control means of measuring equipment, if such measures are carried out at the expense and by GDN forces in accordance with the requirements; 
• other rights provided by the Gas Distribution Systems Code.
